President approves National Academy of Public Administration reform concept

President Viktor Yanukovych has approved the Concept of Reform of the National Academy of Public Administration of Ukraine.

According to Chief of Staff Serhiy Lyovochkin, the approval of the concept is the first important step in reforming the system of training experts for the state.

“The authorities need highly qualified, proactive and responsible workers, able to make the work of state machinery modern and meeting the requirements of time,” said Serhiy Lyovochkin, “This can not be achieved without a high-quality training system.”

The concept increases the role of the National Academy of Public Administration under the President of Ukraine, making it the main institution that prepares managers for state and local authorities.

National Bank has no plans to refuse from euro, but will consider this possibility

The issue of refusal from a single currency of the European Union will be considered at a meeting of the National Bank Board, director of the NBU money and credit policy department Olena Shcherbakova told a financial press club, according to UKRINFORM.

“The NBU has no plans to refuse from the euro. We need the international reserve: both the dollar and the euro. But we will table this issue for discussion at the Board meeting,” Shcherbakova has said, commenting on the situation in the Eurozone and the currency “wars” waged in the world.

To remind, rating agencies, national banks, analysts and investors are preparing for the euro collapse, although this scenario seemed unsubstantiated only several months ago.

European leaders still are trying to find settlement for the debt crisis problem, whereas investors lose faith in the fact that they will be able to control its spread.

Poland not to cancel visa regime for period of Euro-2012 championship

The Polish authorities will not introduce visa free regime for Ukrainians or other foreigners for the period of Euro-2012 final. Instead, Foreign Ministry of Poland plans to issue visas under simplified procedure.

In particular, participants of Euro-2012 – football players, referees, doctors, UEFA and FIFA officials – will be able to get free long term multi-entry visas having provided original letters from European football federation or national football federations of countries, participating in the European championship.

This category of applicants can get visas without personal appearance in a consulate.

Fans can get a visa, having provided a ticket for one of the matches being held in Poland.

Fans without tickets can get standard tourist visa, having submitted the usual pack of documents.

Foreign Ministry of Poland informs that applications can be submitted starting from March 2012 and calls upon fans apply for visas as soon as possible in order to avoid any lines.

Ukrainian peacekeepers to be sent to Cote d’Ivoire

The Verkhovna Rada of Ukraine has passed the law on sending Ukrainian peacemakers in Cote d’Ivoire to take part in UN Operation. 236 out of 282 MPs registered in the session hall voted in support of the law, ForUm’s correspondent reports.

A bill to approve the Ukrainian president’s decision to send a Ukrainian peacekeeping contingent to support the United Nations Operation in Cote d’Ivoire was registered in the Verkhovna Rada this morning. The text of the document has been posted on the website of the Ukrainian parliament.

President Viktor Yanukovych proposed sending servicemen from the Ukrainian peacekeeping contingent operating in the United Nations Mission in Liberia to support the United Nations Operation in Cote d’Ivoire for the period until December 31, 2011.

Earlier, the UN Secretariat asked Ukraine to consider the possibility of sending its aviation unit to support the UN Mission in Cote d’Ivoire, taking into account the parliamentary elections in this African nation that are scheduled for December 11.

The financing of costs related to Ukraine’s participation in this operation is to be covered from Ukraine’s state budget, with the further compensation of these costs by the United Nations.

Ukraine’s Rada passed the law on land market in its first reading

The Verkhovna Rada of Ukraine has passed in its first reading the draft bill on land market. 245 out of 290 MPs registered in the session hall have voted in favor, ForUm correspondent reports.

According to the draft bill’s author, Party of Regions deputy Grigory Kaletnik, chairing the VR committee on agrarian policy, the draft bill provides for prolongation of the moratorium on land sale till January 2013.

The draft bill also restricts the sale of land of agrarian use: only citizens of Ukraine has a right to buy the land of this kind, while the land of non agrarian use can be sold to both Ukrainians and foreigners.

2012 will be dedicated to stirring up reforms in Ukrainian regions,Yanukovych says

In 2012 and subsequent years, special attention will be dedicated to the implementation of reforms in the regions, President Viktor Yanukovych said at today’s International Conference “Investconference in Kyiv 2011.”

“New regional policy’s aim is to provide maximum opportunities for regional authorities to implement regional development potential. And above all – on the basis of attraction of domestic and foreign investment to the regions,” he said.

The President stressed that the creation of favorable investment climate in the regions, the openness and professionalism of investment proposals prepared by each region, their ability and willingness to work with investors “in an operational, business, open style” is among the most important criteria to assess the professionalism of local authorities.

Viktor Yanukovych invited the conference participants to cooperation in the realization of the “enormous and so far little explored natural, human, economic potential, available in Ukraine.” “I guarantee partnership and friendship to those investors, who demonstrate the desire and willingness to work with that potential for the benefit of Ukrainian and the world community,” he said.

President: National projects aim to strengthen public-private partnership

National projects implementation allows the state to build productive cooperation with investors by the public-private partnership mechanism, President Viktor Yanukovych said at today’s International Conference “Investconference in Kyiv 2011.”
 
“The combination of state assets with the investment, management, and other resources of the private sector will improve the efficiency of the implementation of national projects, and allows using the potential available to society,” said Viktor Yanukovych, ForUm learned from the presidential press office.

He stressed that the necessary legal basis for partnership between the government and business in Ukraine has already been created: the Law On Public-private Partnership was adopted that established several important principles, also common to the EU. Also, the Government has already adopted the regulations necessary to implement this Law.

The President stressed that during the implementation of national projects state support instruments are widely applied. “However, we certainly also expect the attention of foreign investors to them,” he added.

To that end, said Viktor Yanukovych, in recent weeks, presentations of national projects realized in Ukraine have been held in 11 international financial centers of Europe, America and the Middle East.

Ukraine is ready to apply the experience of countries with a long tradition of public-private partnership, including the U.S., France, Great Britain and Germany.
 
“Any investor understands that if his partner is a state, then, of course, there is additional confidence in the stability and success of common projects,” said Viktor Yanukovych.

According to the President, the real sector of the economy is already working to implement some of these projects, particularly in such areas as transport infrastructure development, liquefied natural gas processing, alternative energy sources, affordable housing construction, animal husbandry, grain production development, etc.

Head of the Party of Regions factions Oleksandr Yefremov believes that the court has made legal decision to arrest Yulia Tymoshenkofor the second time. He told briefing that if Tymoshenko is released it will prove the law does not function in Ukraine, ForUm correspondent reports.

“If we make a populist decision and order the court to release her somehow, Ukraine will be accused of being not democratic state. We are trying to observe the laws in our state,” he said.

Commenting on information about Tymoshenko’s illness, Yefremov underlined that repeated reports of doctors prove absence of any threat to her heath.

The Mp also added that according to information of the Prosecutor’s General Office the conditions of Tymoshenko’s detention are more comfortable than those of other detainees.
