All payments under program of maternity benefits to be made in full

All payments under program of maternity benefits to be made in full

Finance Ministry claims it will pay in full all maternity benefits, provided by the state program on family support. First Deputy Finance Minister Anatoliy Myarkovskyy informed that the government allocated UAH 950 million for this program.

According to the ministry, the problem with payments is explained by a more optimistic birthrate this year. Taking into account the forecast, the budget-2011 provided for funds, which turned out to be not enough due to unexpected burst of birthrate.

The Ministry plans to obtain required additional financing through optimizing some other budget programs.

Tymoshenko has been moved to another cell for unknown reasons, Vlasenko says

Former Ukrainian PM Yulia Tymoshenko has been moved to another prison cell, similar to her previous one, Tymoshenko’s lawyer Serhiy Vlasenko informed.

“Today Tymoshenko was urgently moved to another prison cell. The reasons are unknown,” he told journalists after visiting Tymoshenko in a pre-trial detention center on Friday, according to Tymoshenko’s official website.

“I happened to learn that representatives of the European anti-torture committee are currently working with the Ministry of Internal Affairs, and the next week this committee will be working with the Penitentiary Service of Ukraine,” said Vlasenko. “Maybe these events are related.”

Vlasenko suggested that Yulia Tymoshenko was moved because of the action planned on her birthday this Sunday, November 27. “She was moved to a cell deep inside the prison so that, God forbid, she doesn’t hear the people that will come to deliver birthday greetings,” he said.

Tigipko proposes Ukraine-Russia-Europe consortium in exchange for cheap gas

Ukraine, in order to reduce the price of imported gas, should invite its partners to create a gas transport consortium, the best option of which for Kyiv would be the preservation of a 50% stake and the transfer of 25% each to Russia and Europe, Vice Prime Minister Sergiy Tigipko said.

“If Russia does not agree, it will be necessary to bargain. Even if the percentage is lower, it will be necessary to retain a certain golden share in order to be able to influence the decision-making process,” he said in an interview with the Focus magazine published on Friday, according to Interfax-Ukraine.

Tigipko said that without the success of the gas talks with Russia, the price of gas to be imported to Ukraine in the first quarter of 2012 would grow to $485 per 1,000 cubic meters from $435 per 1,000 cubic meters in the fourth quarter of 2011.

“I believe there will be a positive result from these talks. If the president and prime minister fail to agree with Russia, it will be very bad,” Tigipko said.

As reported, in June 2009, after announcing his plans to run for president during the 2010 campaign, Tigipko called for a return to the idea of creating a gas transport consortium, which was announced in 2003: “The status of the gas transport system needs to be changed. Ukraine should retain a controlling stake and get two stockholders – one from Russia and the other from the EU.”

Tihipko: If IMF refuses, Ukraine to borrow from BRIC countries

Deputy Prime Minister/Minister for Social Policy Serhiy Tihipko predicts that in case the International Monetary Fund (IMF) refuses to continue lending to Ukraine, the Ukrainian authorities will seek to agree on raising loans from China, India, Brazil or Russia, he told the First National TV Channel Thursday, UKRINFORM reports.

Tihipko stressed the need to attract loans due to the fact that in 2012 Ukraine on state obligations has to pay about USD 15 billion in repayment of existing loans and interest thereon.

Commenting on the negotiations with the IMF, Tihipko said that the Ukrainian side itself has initiated a break until late November – early December, until the completion of gas negotiations with Russia, because the main contentious issue in negotiations with the IMF is its requirement to raise gas prices for households and enterprises of municipal power system . At the same time, he acknowledged that negotiations with Russia on gas are delayed.

Earlier, Prime Minister Mykola Azarov had said the country could live another year without IMF loans.

As reported, Ukraine and the IMF in early November agreed on making a pause and on starting a revision of the cooperation program, following completion of gas talks with Russia.

The cooperation program of Ukraine and the IMF, adopted in July 2010, provides for allocation of a loan to Ukraine worth almost USD 16 billion. The term of the program operation is 2.5 years. Money is attracted under the rate of 3.5% annual.

This year, Ukraine received two disbursements of this loan to the amount of USD 1.89 billion and USD 1.5 billion.

However, to receive the current IMF tranche Ukraine has to fulfill a number of requirements, in particular, to raise tariffs for households for gas and heat supply.

Azarov: EU won’t buy Ukrainian products due to low quality

Prime Minister of Ukraine Mykola Azarov believes the price situation for food products is stable. “We have managed to achieve price stability for food products this year,” he said at a meeting with representatives of public organizations on consumer protection.

The PM also said he believes that inner markets are provided with sufficient quantity of products and called to focus on the quality.

“Here we have big doubts,” Azarov pointed out. He told the meeting about his order to make control purchases in all regions of Ukraine. According to the PM, it turned out that not even one product meets the standards.

“I was especially angry with the fact that baby food products do not meet the standards,” Azarov said. In particular, he noted that chain sausages for children contain soy instead of meat, and the index of moisture content exceeds all acceptable norms.

“The examination revealed some matters which are not even supposed to be in food products,” Azarov said sharing the results of examination. 

The premier underlined that it is difficult for ordinary consumer to determine quality of products. Most of the buyers rely upon taste of a product, which is easy to achieve with some food additives, Azarov said.

The PM also noted that under carelessness or corruptiveness of controlling bodies food enterprises produce low quality products, which do not meet domestic and European standards.

“We are planning to integrate into the European Union and to compete on its markets. What kind of competition will it be, when all our products will be banned because of low quality?” Azarov emphasized.

Ukraine is not ready to recognize jurisdiction of International criminal court

For the moment Ukraine is not ready to ratify the regulations of the International criminal court, Justice Minister Oleksandr Lavrynovych told a roundtable dedicated to the 65th anniversary of Nuremberg Trials.

According to Lavrynovych, the ratification contradicts the Constitution of Ukraine, ForUm correspondent reports.

The Minister added that Ukraine will sign the document, but did not specify when and how the Ministry will remove contradictions between the Constitution of Ukraine and regulations of the International criminal court.

In his speech Lavrynovych also welcomed the existence of supernational institutions, which defend human’s rights.

Earlier, EU representative in Ukraine Jose Manuel Pintu Teisheira stated that within the negotiations of Association agreement the EU requires ratification of this document by Ukraine. Official Kyiv promised to solve the problem by introducing changes to the Constitution.

PM Azarov proposes to create single system of goods quality control

Prime Minister of Ukraine Mykola Azarov believes it is necessary to form a single system of quality control over broad-ranging kinds of goods, being sold on inner market.

Speaking at a meeting with representatives of public organizations on consumer protection, the Premier noted that the system of goods’ quality control must be improved and systemized. “We must work out a system for many years,” he said.

Azarov also pointed out that the system must include not only state department, but public organizations as well. He proposed the representatives of the public organizations to prepare their propositions and to discuss them at the next meeting, scheduled for the second half of January.

Customs examination of transit containers may be canceled

The Ministry of Infrastructure of Ukraine initiates elimination of customs examination of transit containers, Vice-Premier and Infrastructure Minister Borys Kolesnikov told reporters at a briefing in Odesa, UKRINFORM reports.

“We are considering the possibility of lifting customs examination of transit containers. Ukraine is also planning to reduce the time of inspection for all other containers to 30 minutes,” Kolesnikov said.

Thanks to these measures, according to the Deputy Prime Minister, the state will open several new prospects for attracting transit cargoes. In particular, he spoke of the ferry crossing Illichivsk-Batumi and the transit through the Black Sea ports to North Africa.
