President: IMF programs are evidence of confidence in Ukraine

Cooperation between the IMF and Ukraine is an evidence of confidence in our country and its banking system, President Viktor Yanukovych said in an interview with leading Ukrainian media. 

Viktor Yanukovych emphasized that the terms on which the county cooperates with the IMF are certainly important. “We will never borrow at interest rates the previous government did; 27, 28% is absurdity. This is a question that will have to be addressed. We now take credits at interest rates ranging from 5.7% to about 6.5%.” 

The President called the IMF an “indicator” of the global financial banking system. “If the IMF is working with a country, has a program with it, it means that there is trust. This means that this country can meet its obligations, that it is competitive,” he said.

Yanukovych: Land market will start working in Ukraine in 2012

When land reform starts working, 6.5 million owners of land plots will have the opportunity to receive a real pay for their land, President Viktor Yanukovych said in an interview to leading Ukrainian media. 

“Many land owners are now given harvest as pay for their land. If they are paid money, the sum is usually half of what it should be,” he said. After the land reform, land would become a commodity having its price, the President added. 

According to Viktor Yanukovych, the land reform is aimed at making the use of agricultural land efficient and increasing living standards in rural areas. Land owners will have obligations before their regions and will be paying taxes there. “These taxes will be used to develop the infrastructure of these regions,” he said.

Ukrainian will continue taking its rightful place as the national language in our state, President Viktor Yanukovych said in an interview to leading Ukrainian media. 

The President also stressed the need to create conditions for development of other nations’ languages living in Ukraine. “The conditions will be created for all languages used in Ukraine. In the Zakarpattya region it is Hungarian, in the Chernivtsi region it is Romanian, in the Odessa region there are districts where Bulgarian is spoken, in the Donetsk region there are people speaking Greek and there are large areas where Russian is spoken,” the President said.

According him, “people will be speaking in the language they like.”

President: Constitution must be changed only in lawful manner

After 15 years since the adoption of the Constitution of Ukraine it is necessary to review, which of its norms are working, and which are not, and make the appropriate amendments to the Basic Law, President Viktor Yanukovych said in an interview to leading Ukrainian media.

At the same time, any changes to the Constitution must be adopted only in a lawful manner, he said. “Any changes to the Constitution must be done in a lawful manner. And this is important,” Viktor Yanukovych said.

In this context, the President also stressed the need for adopting the laws promoting observation of the Constitution, particularly the legislation on human rights.

Among such laws Viktor Yanukovych named the Criminal Procedure Code.

“The principle of equality of plaintiff and defense is now missing. The prosecution has huge advantage and the defense has much less rights,” he said and expressed hope that the draft Criminal Procedure Code would soon be submitted to the Parliament.

According to Volodymyr Lytvyn, it is necessary “to analyze and inventory the Constitution, to make a report to the community of what the Constitution has given to the society, what was correct and what was wrong, of challenges and tasks we are facing now.

And we have to know what position in this regard should be fixed in the Basic Law.” Head of the Parliament believes that we should have a clear idea of future development of the world and Ukraine, and how to ensure, including through the Constitution, its development in the right direction.

871 environmental investment projects approved in Ukraine

871 environmental investment projects approved in Ukraine

The State Environmental Investment Agency of Ukraine since the beginning of the year has approved 871 environmental investment projects totaling 1.93 billion UAH (1 USD – 7.97 UAH). This was announced by First Deputy Minister Ivan Varha, UKRINFORM reported.

In particular, for the first half of 2011, Ukrainian enterprises have attracted about 250 million euros through the mechanism of the Kyoto Protocol to reduce greenhouse gas emissions. To date, 16 projects with a mechanism of joint implementation were carried out.

“As of June 24, a total of 871 projects for targeted environmental investments in 16 regions of Ukraine were approved. Of these, 830 projects involve social infrastructure facilities (heat insulation of facades and roofs, replacement of windows and doors), 40 aim at replacing boilers with transition to alternative fuels, and one project is for building treatment plants to clean up mine water at Voykov Mine in the city of Sverdlovsk, Luhansk region (eastern Ukraine),” a representative of the agency said.

Judge denied all Tymoshenko’s petitions, trial to continue on June 29

Judge Rodion Kireyev has denied Yulia Tymoshenko’s requests to drop the criminal case against her, hold a jury trial, provide additional time to study the case materials, lift the travel ban and all the other motions filed by the defense with the court. The case will be considered by a single judge.

“The criminal procedure code provides that in such situations the cases should be combined. They’re not combining them because they want to extend the travel ban as long as possible, until the parliamentary elections, so that I can’t communicate with people,” Yulia Tymoshenko said about the court’s decision.

Judge Rodion Kireyev also announced that the proceedings continue on June 29.

In Crimea, President Viktor Yanukovych held an informal meeting with Prime Minister of the Russian Federation Vladimir Putin, who has come to Ukraine on a private visit.

Viktor Yanukovych and Vladimir Putin discussed a number of questions of the Ukrainian-Russian relations, such as the Ukrainian-Russian Intergovernmental Commission meeting scheduled to be held soon. “We have much to talk about. The subcommittees have prepared lots of materials, as the Government reported to me,” Viktor Yanukovych said.

For his part, the Prime Minister of Russia said that just before meeting the President of Ukraine, he had a telephone conversation with Prime Minister Mykola Azarov, during which they discussed all the current affairs as to the Commission meeting.
