President Viktor Yanukovych had a phone conversation with FIFA President Joseph Blatter.

The sides have discussed Ukraine’s preparation for hosting Euro-2012 finals.

Ukraine has made substantial progress and caught on the approved schedule,” Joseph Blatter said.

The parties have also touched on the confrontation inside the Football Federation of Ukraine and the information in the media about the interference of government officials in the work of this organization.

President Yanukovych made a comment on the situation saying: “I am not aware of the facts of interference in the affairs of the Football Federation of Ukraine either by state authorities, or officials, but if I learn this is true, I will do my best to stop it.

EU to grant Ukraine 116 million euros for reform programs development

First Vice-Premier, Minister of Economic Development and Trade Andriy Kliuyev has signed agreements between the Government of Ukraine and the Commission on funding three programs for providing European Union’s assistance to Ukraine. The total funding amount is 116 million euros, UKRINFORM reported.

In particular, the resources on a non-refundable basis will be allocated for the programs of support for the implementation of transport strategy of Ukraine (65 million euros), the strategy of national environmental policy (35 million euros), twinning and technical assistance to support the European Neighbourhood Policy (16 million euros).

Tymoshenko charged with misuse of EUR 380 m, former head of the State Treasury is on wanted list

Former Ukrainian Prime Minister Yulia Tymoshenko has been charged with two counts of misusing a total of EUR 380 million from public funds allocated under the Kyoto Protocol, Ukrainian Prosecutor General Viktor Pshonka said at a press conference in Kyiv on Friday.

Also, a criminal case has been opened over the acquisition of 1,000 cars, he said.

The Prosecutor General’s Office of Ukraine has also put former head of the State Treasury Tetiana Sliuz, who is allegedly involved in the misuse of funds allocated under the Kyoto Protocol, on the wanted list, Interfax-Ukraine reported.

“Come to investigators and prove your innocence with your lawyer. A travel ban has been ignored. In this case, the law demands that the situation be unambiguously tougher,” he said at a press conference in Kyiv on Friday.

“Therefore, the investigator submitted procedural documents about her detention, transport to court and arrest,” Pshonka said.

“She is officially on the wanted list,” he said, adding that such measure was taken due to the fact that Sliuz has ignored a ban on her travelling outside Kyiv.

The prosecutor general said that the former head of the State Treasury was involved in the misuse of funds allocated under the Kyoto Protocol.

Sliuz headed the State Treasury from December 2007 and was dismissed after the government led by former Prime Minister Yulia Tymoshenko was replaced by the government of Mykola Azarov following Viktor Yanukovych’s victory in Ukraine’s presidential election in February 2010.

Tymoshenko again summoned for questioning

Tymoshenko again summoned for questioning

Yulia Tymoshenko has once again been summoned for questioning at the Prosecutor General’s Office. She is set to appear at the PGO today, Dec. 24, at 3pm.

On Dec. 20, Yulia Tymoshenko was charged with “acting intentionally and in her own personal interests” when “single-handedly deciding” in the midst of the global financial and economic crisis of “using part of the money obtained from the sale of greenhouse gas emissions quotas to cover budget expenditures, especially commitments to pay pensions.”

The PGO has asked that she not leave Kyiv.

Yulia Tymoshenko has called the allegations against her absurd. Speaking to the press after the last round of questioning, she said charges that she committed a crime by paying pensions during the crisis “have nothing to do with justice and a fair investigation.”

Parliament passes state budget 2011

The Verkhovna Rada has adopted a draft law on the state budget of Ukraine for 2011 in the second reading and as a whole.

MPs also ordered the Cabinet of Ministers to increase social spending in 2011 within the adopted budget. The proposal was initiated by parliament speaker Volodymyr Lytvyn, UKRINFORM reported.

Introducing the document in parliament, Minister of Finance Fedir Yaroshenko, said that spending on the publication of textbooks is increased by UAH 25 million, UAH 40 million (USD 1 – UAH 7.96) – for the School Bus program, UAH 130 million – for health care, including UAH 52 million – for cancer treatment program, UAH 25.2 million – to fight tuberculosis, UAH 16 million – to fight HIV/AIDS.

In addition, in 2011 it is planned to increase by UAH 40 million the funds earmarked for cheaper loans to buy housing for young families, UAH 500 million – to finance socio-economic development of regions. Moreover, it is planned to increase spending on agriculture development.

The government also improved funding for children’s recreational facilities Artek and Young Guard, youth programs, education loans, children of war benefits.

Yaroshenko said that during the preparation of the draft state budget 2011 for the second reading the government officials together with lawmakers considered 1,145 amendments.

The adopted instrument envisages the state budget revenues of UAH 281.464.879.4 billion, including incomes of the general fund of the state budget amounting to UAH 238.581.192.9 billion and revenues of the special fund – UAH 42.883.686.5 billion.

The state budget expenditures are approved at UAH 321.948.850.3 billion, including the expenses of the general fund – UAH 279.127.019.8 billion, special fund – UAH 42.821.830.5 billion.

In 2011 it is expected to return credits to the state budget in the amount of UAH 9.185.368.9 billion, including the general fund – UAH 4.497.499.3 billion, special fund – UAH 4.687 869.6 billion; provide loans from the state budget in the amount of UAH 7.544.398 billion, including those from the general fund – UAH 796.100.3 million and from the special fund – UAH 6.748.297.7 billion.

The law establishes a limit budget deficit of UAH 38.843 billion, including the ultimate size of the general fund deficit – UAH 36.844.427.9 billion, special fund – UAH 1.998 572.1 billion.

The Ukrainian parliament has also passed a resolution ordering the Cabinet of Minister, on the results of the budget in the first quarter, to submit a draft law amending the budget in terms of increasing funding for the articles on social spending. Similar changes the government should submit based on the results of execution of the budget in the first half-year.
