To live longer or reproduce quicker – one can choose

The demographic forecasts of the World Bank: by 2025 the population of Ukraine will decrease by 20%, according to the analytical research of the World Bank about the development of the East European countries and the countries of former USSR, presented on Wednesday in Brussels.

“Demographic forecasts show that by 2025 the population of Ukraine will decrease by 1/5, and the population in Russia – more than by 1/10,” according to the report, provided by Interfax-Ukraine.

Main economist of the World Bank on Europe and Central Asia, author of the report, Pradeep Mitra states that to solve this problem the available main capital and labor resources must be used with the maximum return in order to increase the productivity.

Also, as the expert states, labor resources must be mobilized fully, not partly; to achieve this the pension age should be equaled and raised for men and women.

Moreover, the taxation on labor forces must be brought down, because it results in the increase of expenses for personnel. Also, the pension and health care systems must be reformed thus the taxation didn’t exclude the desirable expenses on the infrastructure and social guarantees.

“And, at last, the organized international migration of labor forces, coordinated by the countries, which send and receive, keeping the rights of migrants, can become an addition to such a package of strategic measures,” said Pradeep Mitra.

According to the State Statistics Committee of Ukraine from April 1 till May 1, 2008, the population of Ukraine decreased by 24,100 persons and totaled 46.26 million people. As to the latest census taken on December 5, 2001, the population of Ukraine was 48.46 million people.

PR’s Constitution gets a wave of criticism

The opposition party – the Party of Regions – presented yesterday its draft project of the amendments to the Constitution, which, among others, provides nonaligned status for Ukraine and granting Russian the status of the second state language.

The declared by PR nonaligned status of Ukraine means the refusal from integration to NATO, which makes impossible the guarantees of the national security, stated people’s deputy from BYuT Oleh Lyashko. And the status of the second state language granted to the Russian language “levels the status of the Ukrainian language”.

Vice-chairman of the President’s Secretariat Maryna Stavniychuk said these positions would not favor state unity and can lead to “the disbalance both among the politicians and society”. Stavniychuk criticized also the draft project of the amendments to the Constitution worked out by BYuT for the stress on imperative mandate and impossibility to appeal against the actions of the parties and blocs regarding further destiny of the deputies, as Deutsche Welle reports.

Today, the workers of the Kyiv bread enterprises strike near the Cabinet of Ministers with the requirement to stop regulations of prices for bread. The bakers said the main reason for this demand was the growth of prices for the components: flour, yeast, oil produce. Besides, there is a growth of prices for gas, electricity and fuel. Bread, according to the participators of the mass meeting, is the only product which has the same price for 2 years, though the growing inflation and prices, as UNIAN reports.

The present situation in the branch is that the bakers don’t get proper salary, it leads to movement of personnel and the enterprises suffer losses.

The regulations of the Cabinet of Ministers specify profitability limit for massive sorts of bread.

The bakers wrote an application to the Prime Minister and the Cabinet with the requirement to set the profitability limit at 15% – to be able to function normally, to pay proper salaries and renewal main funds.

BYuT and PR: “226 mandates in VR to the party with most votes!!!”

The Bloc of Yulia Tymoshenko supports the idea to give 226 deputy mandates to the party which gained the most votes during the elections, stated people’s deputy Andriy Portnov. “We are ready to support this position,” said the people’s deputy, as UNIAN reports.

According to Portnov, the project of amendments to the Constitution, worked out by BYuT, also included this position.

State budget receipts plan over-fulfilled by UAH 8.3 billion

For the 6 months of this year the general fund of the state budget received UAH 8.3 billion in addition to the planned, said Finances Minister Viktor Pynzennyk in his interview to journalist today.

According to him, the amount of receipts to the general fund of the state budget totals UAH 83 billion.

Pynzenyk also said that the expenses are over-fulfilled by 0.2% – 48% of the planned year expenses financed, as UNIAN reports.

Bread cards in Kyiv in 2 weeks?

In two weeks, almost forgotten danger may come back to Kyiv’s reality. Kyiv producers of bread plan to increase price for bread in few times.

The authorities promise to provide cheap bread for poor, according STB channel.

Now, a loaf of Ukrainian bread costs 1.6 hryvnias (about 35 cents, ed.) for the consumer. The price must be doubled to keep the production.

According to deputy director of the baker’s complex Halyna Bohdan, the enterprises are unprofitable today. They are subsidized by the state authorities.

“We have no money to make repairs and buy new equipment, easier in use. I have been working here for 35 years, and this equipment is still in operation, It is in operation 24 hours a day,” said Bohdan.

The city authorities have calculated that low-income groups should be provided with bread cards.

Kyiv residents don’t approve the perspective to have bread cards, according to Pravda Ukraine.

Yanukovych criticizes early elections

Leader of the Party of Regions, people’s deputy Viktor Yanukovych doesn’t consider early elections as a method to settle problems.

“I think we shouldn’t manipulate with Ukrainian people and the point of view of our voters, like some politicians do, trying to do it all the time,” said the politician.

“The initiators of the previous early elections, initiators of the early elections in Kyiv – are known in face, we know the last names of these politicians. I am not among them,” said the Parliamentarian, as Liga reports.

On May 2008, Kyiv held early elections of the city head and deputies to the Kyiv council.

On September 30 2007, Ukraine had early elections to the Verkhovna Rada.

Hunting for spies in Ukraine according to SSU material

The Security Service of Ukraine moved 4 persons abroad according to the materials of own intelligence service and initiated early recall of 5 diplomats from the territory of Ukraine.

According to the press service of the Security Service of Ukraine, on July1, that was the main subject discussed at the sitting of SSU concluding the results for the first half of the year.

Moreover, SSU prevented 38 attempts to involve the citizens of Ukraine in collaboration with foreign intelligence services.

To protect constitutional order and keep the territorial integrity the State Security Service instituted 2 criminal proceedings against the illegal formation “National front “Sevastopol-Crimea-Russia” for spreading calls connected with the infringement of the territorial integrity of the state (article 110 of the Criminal Code of Ukraine), as UNIAN reports.

There are 10 criminal proceedings initiated to protect state secret, 3 persons are answerable in criminal and 508 – in administrative proceedings.
