Gross State Dept of Ukraine in January-March 2008 increased by USD 8 billion, totaling USD 92.5 billion and reached 61% of GDP compared with 60.2% of GDP for the previous year, reports National Bank of Ukraine.

“The growth of state dept in the first quarter of 2008 is explained, as in the previous year, by the growth of the debt in the bank sector – by USD 3 billion or 9.8% and in the other sectors of economy – by USD 4.6 billion or 12%,” according to the report.

Altogether, private sectors of economy make 83.3% of Gross State Debt or USD 77 billion, as Interfax-Ukraine reports.

Ukrainian National Olympic Committee meets in Kyiv

A current meeting of the Executive Committee of the Ukrainian National Olympic Committee (NOC) chaired by NOC President Serhiy Bubka took place in Kyiv with participation of representatives of the Olympic Sports Federation and physical culture and sports societies, the Cabinet’s press service reports.
 
Serhiy Bubka noted that the NOC responsibly fulfills its function of ensuring participation of the Ukrainian national team at main sports competitions over the four following years. But only by common efforts it is possible to solve a great number of urgent problems. “We should be one team and work for a common result together. The NOC is maximum open for cooperation with national federations and physical culture societies”.
 
With participation of a wide number of specialists the Executive Committee considered an issue of preparation to the Olympic Games in Bejing. Presently, a process of winning Olympic licenses is actually over. An honorary right to participate in Games-2008 was won by 248 athletes in 28 sports. It is expected that an official delegation will consist of close to 400 persons.

Brussels, June 20 (Reuters) – European Union leaders backed plans on Friday to offer closer ties to the bloc’s eastern neighbours, partly to match a more ambitious project for the Mediterranean region, Guardian reports.

The Eastern Partnership plan is to offer new areas of cooperation to Ukraine, Moldova, Georgia, Armenia, Azerbaijan and, subject to domestic reforms, Belarus. But the plan is vague, with details only to be worked out by March, 2009.

“The European Council (EU governments) agrees on the need to further promote regional cooperation among the EU’s eastern neighbours and between the EU and the region,” said the leaders’ draft statement, due to be endorsed at the summit.

The Mediterranean Union, already approved by EU leaders in March, will offer 12 countries from the region an annual summit and a secretariat to boost ties in security, trade and culture.

But both plans have got mixed reception in the regions.

Some diplomats say Ukraine is uneasy about being lumped together with countries that are smaller, geographically more distant from the EU and face regional conflicts in the Caucasus.

Ukraine feels special among the countries, one diplomat said privately. France, which takes over the EU’s presidency in the second half of 2008, plans to offer stronger ties to Ukraine, culminating with an EU-Ukraine summit in Kiev in September.

The EU has also launched talks on a free trade pact with Ukraine.

The Mediterranean plan has been chided by Libyan leader Muammar Gaddafi for having been seriously watered down compared with initial grand plans of French President Nicolas Sarkozy.

In its original version, the Mediterranean Union was to have nine new agencies and a bank, but the plan was scaled down at the insistence of Germany and some EU newcomers from central and eastern Europe, which feared that too much of the bloc’s funds would be devoted to the project.

Poland and Sweden, authors of the project, hope it will become a forum of multilateral cooperation with regular meetings of ministers and leaders. They said it could prepare the countries for eventual EU membership.

The EU’s eastern neighbours are already linked to Brussels through the strictly bilateral European Neighbourhood Policy, which offers countries better trade access, economic assistance and visa liberalisation as they adapt to EU standards.

President of Ukraine Viktor Yushchenko put a veto on the Law of Ukraine “About introduction of amendments to the Law of Ukraine “About customs tariff of Ukraine”, as the President’s press office reported to ForUm.

Yushchenko also addressed to the people’s deputies of Ukraine regarding this law.

“My strict and categorical decision is motivated by the fact of violation of articles 9 and 18 of the Constitution of Ukraine about the compliance of international agreements of Ukraine; the attempt to violate the obligations taken by Ukraine on joining WTO and ratified by the Verkhovna Rada of Ukraine by the Law of Ukraine of April 10, 2008; and the danger of ambiguous legal situation to please small corporate interests,” marked the President.

According to the Head of the State, such behavior is unacceptable for the responsible participant of the nternational cooperation process and is unprecedented in the Ukrainian practice and in WTO. He stressed that the European Union, Canada, Norway, USA, Japan and other members of WTO have already expressed concern regarding possible violation of taken obligations.

The President said he hopes the people’s deputies will evaluate all circumstances in this situation and take a clear and definite state stand.

Bison and wildlife in Chornobyl zone

The Ministry on emergency situations and on affairs of population protection against the consequences of Chornobyl catastrophe doesn’t object to the creation of nature reserves and closed woods on the territory of alienated zone of Chornobyl NPS, said Emergency Situations Minister Volodymyr Shandra at the press conference today.

According to him, the level of radioactive contamination in the alienation zone is very high, but the contamination is local. There are, said the minister, so called clean spots which can be used for the objects of that kind.

Shandra also said that this summer they plan to acquire bison which will be kept on the limited territory for a while. After implementation of this pilot project they will plan the creation of the nature conservation objects on this territory.

In a reply to the question about the reasonability of state popularization of tours to the alienated zone, the minister said:” The tours to zone must be organized for people could see the price for human mistake”.

Illegal conversion in Kyiv stopped

Kyiv tax militia together with their colleagues from the Security Service of Ukraine detained a criminal group which carried illegal conversion.
 
According to the Main department of tax militia of the State Tax Administration of Ukraine, the group was formed to provide illegal conversion of money with their transfer abroad and helped the enterprises of different form of ownership to evade taxes to state treasury.
 
According to the preliminary calculations, the money turnover reached up to UAH 5 billion per year.
 
There were 17 searches in the offices and apartments made at the same time.
 
To destroy the evidence of their criminal activity, the “entrepreneurs” threw the laptop from the ninth floor together with a package with false seals.
 
Altogether there were 73 seals with the press of private notaries public, banks, fake companies and state institutions, including the seal of the State Tax Administration in Kyiv.
 
At the moment, the persons involved give explanations. The chief of the business is detained. The criminal case is maintained.

The Head of Ukrainian Government announced at a press conference in Brussels on the outcomes of her participation in the Summit of the European People’s Party, the Cabinet’s press service reports.
 
Yulia Tymoshenko noted that the country has a colossal potential in agro-industrial complex. This year Ukraine expects a record yield and so it can provide with grain the countries of Europe, the Prime Minister assured.
 
Yulia Tymoshenko is also convinced Ukraine is capable to produce twice more electric power than it consumes. “Ukraine will be a reliable partner for the European Union and will practice European principles. It is significant we are not alone on this way as we are supported by our European partners,” the Head of Government emphasized.
 
In his turn President of European People’s Party Wilfried Martens noted that European democrats back reforms of Ukrainian Government, notably, measures to curb inflation. Wilfried Martens stressed that he is extremely satisfied with the presence of Prime Minister of Ukraine Yulia Tymoshenko at the Summit of the European People’s Party which gathered heads of governments of 15 European countries.
