Yushchenko is fully confident in coalition

President Viktor Yushchenko doesn’t consider that the withdrawal of two people’s deputies from the coalition indicates its collapse. As ForUm’s correspondent reports, the Head of Ukrainian State stated in his interview to journalists in Strelne on Friday,

‘This is not a legal reason to speak about the coalition collapse,’ said Viktor Yushchenko.

According to the President, ‘parliamentary majority is functional and keeps working’. Yushchenko called people’s deputies to consolidate their work in the coalition. According to him, today’s actions of the two people’s deputies can not be even considered in the corresponding institutions.

As earlier reported, on Friday two people’s deputies, Ihor Rybakov (BYuT) and Yuriy But (OU-PSD), withdrew from the coalition.

    Yes BUT

    There appears to be a controlled flood of resignations that trickels out. Two by Two.

    This tatic is designed to destabilise and prevent the government from being effective. It is all part of Yushchenko’s plane to destabilise Ukraine’s Parliamentary government.

    The Parliament can not be dismissed until November 2008 (Article 90n of Ukraine’s Constitution)

    As long as Yulia maintains confidence of the Parliament she is entitled to remain in office.

    Whilst the constitution states that a governing coalition representing a majority of the parliament is required to form a government it does not mean that a majority of members must be present at all times.

    There are only three ways a government can be dismissed.

    1. Parliament passes a vote of no confidence in the Government, in which case the government is obliged to resign \

    2. The parliament is dismissed, This can not happen until November 2008

    3. The government resigns from their own volution.

    If the government stands down then there is a period of constitutional certainly. If a new governing coalition can not be formed within sixty days then Ukraine enters a period of uncertainly. The parliament can not be dismissed BUT Yushchenko may have cause to initiate martial law until November.

    Chances are if this situation does arise there will be a caretaker government put in place and fresh elections scheduled for November.. The parliament would retain office.

    Under Ukraine’s constitution amendments to the constitution can not be made in the absence of an elected parliament or whilst under martial law.

    Yushchenko needs the parliament to remain in place BUT he also needs to create a system of chaos in order to force constitutional change.

    Yushchenko has sold her out time and time again. She in turn sold out Moroz and now it would appear she has sold out Ukraine by not pushing for Constituional reform back in May.

    YUSHCHENKO IS THE PROBLEM. UKRAINE WILL NEVER BE A TRUE DEMOCRATIC STATE WHILST YUSCHENKO REMAINS PRESIDENT –

    YULIA SHOULD INITIATE YUSHCHENKO’S IMPEACHMENT NOW.
