VR rejected the opposition bill

The people’s deputies didn’t give the opposition bill its first reading, the ForUm’s correspondent reports.

Only 182 people’s deputies voted for this draft bill, among which are one from Party of Regions, 116 “BYuT”, 23 “Our Ukraine”, 28 socialists, 2 non-faction deputies. Communists didn’t take part in the vote of this draft

Opinion: Ukraine does not need a law on opposition

Faction of the Socialist Party of Ukraine will probably give the law on opposition its first reading, as SPU faction leader Ivan Bokiy said.

At the same time he underlined that Ukraine does not need the law on opposition, as practically none of world countries has such law. According to the deputy, the only faction who needs this law is BYuT’s faction.

Bokiy pointed out that rights of the opposition must be registered in the regulations of the Verkhovna Rada, what was repeatedly proposed to BYuT representatives.

In response to the question why the opposition refused this proposition, Bokiy said: “What else can they do, when there is no power in their hands, but they badly want to rule? They fly into a rage.”

Ukraine’s VR wants to listen to Tsushko

The people deputy of Ukraine Svyatoslav Oliynyk (BYuT faction) offers to listen to a report of the Interior Minister of Ukraine Vasyl Tsushko about mass dismissal of head officials of Interior Ministry on December 22 at the plenary session of the Verkhovna Rada of Ukraine.

The text of the correspondent draft resolution of the VR is registered in the Parliament. Oliynyk noted that mass dismissal of deputies Interior Minister during the short term proves the implementation of political approach to the personnel policy in the Interior Ministry.

The deputy stressed that it is inadmissible as it is a “signal for criminal world” and it will lead to growth of crime rate and deterioration of criminogenic situation in the State.

Oliynyk reminded that Tsushko said he would be guided by two criteria in personnel appointments -professionalism and honesty. The deputy noted that in such short term December 1 – 13 (from the moment of Minister’s appointment up to the decision on dismissal of his deputies – ed.) Tsushko couldn’t carry out personnel changes of the state officials of the highest rank, proceeded from professional aspect and couldn’t check their correspondence with the mentioned criteria and principals.

Moreover Oliynyk said that mass character of dismissals proves that deputies were forced to send in resignation applications. Proceeding from his data, Oliynyk declared the resignation applications were “knocked out” of other heads of different Interior Ministry’s departments. He also mentioned about “some secret list approximately of 380 persons who are planned to be dismissed in the whole structure of the Interior Ministry, including regions. “Such gross rotation is absolutely inadmissible,” Oliynyk noted.

He noted that politicization of Interior Ministry apart from imbalance and instability inside the Ministry contradicts to the Law of Ukraine “About Police”, the Constitution of Ukraine, other legal and statutory acts of IM and international legal regulations.

Victor Yushchenko has addressed Verkhovna Rada Speaker Oleksandr Moroz with a request to send him immediately the newly adopted bill on next year’s budget, which has been revised since the President vetoed it last Monday, president’s press office reported.

Justice Minister and US Ambassador to Ukraine discussed constitutional reform in Ukraine

Challenging issues of realization of the Constitutional reform in Ukraine were discussed by Justice Minister Oleksandr Lavrynovych and United States Ambassador to Ukraine William Taylor during their Monday meeting, Cabinet press office reported.

As the Justice Ministry’s press service told, Mr Taylor was interested in the Minister’s vision of settling the problematic situation in Ukraine, which developed in connection with new constitutional provisions taking effect.

In the Ambassador’s opinion, there are three likely ways of the crisis regulation. These are either to return to the President Kuchma model, when the President had unlimited authorities, providing the Prime Minister with dominating status in the executive power or application of the mixed form of government when cooperation is not the desire but the duty of the sides.

The Ukrainian Minister said he is an adherent of the parliamentary model of the state government. However, in his opinion, the existent model is also efficient, if the President and his Secretariat, Prime Minister, the Cabinet and the Cabinet Secretariat “absolutely strictly stick to the Constitution”. “An opinion that norms of the Ukrainian legislation are so much imperfect that can be interpreted from opposite positions, is false. The majority of norms are clear. But if there is no desire to follow them, these clear norms turn into ambiguous,” the Minister said.

Presently, Mr Lavrynovych said, Ukraine is faced a problem of the fight for authorities and ruling in the system of the executive power. “We have a problem of two centres of the executive power. The State cannot be successful if this problem is not clearly settled,” the Minister said.

In that connection the Minister expressed his concerns about the destiny of laws, which are to determine the procedural norms of power functioning, in particular the draft law “On the Cabinet of ministers of Ukraine”. “If these laws are passed, they will suffer heavy fate. One must not see visions to predict the President’s veto on them,” Oleksandr Lavrynovych said.

Personnel lustration is expected in the Interior Ministry

Personnel changes in the Interior Ministry will be executed both at the level of the central department and in the regions, the first deputy Interior Minister of Ukraine Mykhaylo Korniyenko informed.

“It will be concerned not only regions but also central department. All who played the political violins, let them go to play these violins in the politics. The time has come for professionals. The major criteria is professionalism and law priority. The law will be the highest policy of Interior Ministry,” Korniyenko said.

He also assured that there will be no further confrontation with the General Office of Public Prosecutor. According to him, department confrontation between these departments had only political character.

“There will be no confrontation. It has no ground. Everyone should do his work. If the police prepared quality material and submitted it to the Office of Public Prosecutor, it means everything is ok. If something is underdone, it means the General Office of Public Prosecutor and any other Office of Public Prosecutor will surely lay just claims. One should just work,” he noted.

Ukraine’s President is recommended not to sign the budget bill

First deputy Chief of Staff Arseny Yatsenyuk will recommend the President no to sign draft budget bill for 2007, adopted today by the parliament. Yatsenyuk told journalists Tuesday.

“I personally will report my position to the Head of the State, which is as follows: President’s proposals directed to equalization of the less protected levels of the people and rendering assistance were not taken into consideration. Such budget must not be signed,” Yatsenyuk said.

According to him, offering to increase expense items Yushchenko did everything needed – indicated sources of profits for pension increase for Ukrainian citizens, proposed sources of profit to increase wages for employees of education, health and other spheres.

In addition, none of economic indices, submitted to the government and the parliament by the President, were protested.

Victor Yushchenko wished Ukrainian children a happy Saint Nicholas Day, president’s press office reported.

He wished them health, prosperity and happy life.

“Let God guard you and give you happiness, joy and hope. Let His divine blessing follow you in your life,” he said.

“Ukrainians have worshipped Saint Nicholas as the patron saint of children since olden days. He makes us believe our most cherished dreams will come true one day, endows our hearts with kind feelings and inspires us to do good,” he said.   

Victor Yushchenko’s advisors and heads of departments of his Secretariat are visiting orphanages in Kyiv and Kyiv oblast today to give presents to homeless children and orphans.

Representatives of oblast administrations will give presents and vans to poor families and families with many children. The President is going to give Gazel vans to five mothers having many children when he arrives back to Ukraine from South Korea.

Saint Nicholas’s Palace was opened on Tuesday in Ivano-Frankivsk oblast. This project was implemented in response to Victor Yushchenko’s decree to renew traditional folk arts and crafts in Ukraine.

The third local family orphanage was opened in the village of Bilche-Zolote in Ternopil oblast today.
