Our Ukraine to initiate cancellation of the political reform

Head of the program committee of Our Ukraine Ihor Zhdanov told journalists that representatives of all regions, who are in the committee, declared that “introduction and realization of changes into Constitution have led to confrontation between branches of the power, power dualism and instability in the country.”

According to Zhdanov, the committee intends to address the forthcoming congress with a proposal to initiate cancellation of the political reform.  “he final decision will be made by the congress,” Zhdanov stated.

“Members of the program committee unanimously supported the idea to address Constitutional court with a request to cancel the constitutional reform adopted in 2004, as it was passed with procedure violations,” the head of the committee underlined.

Ukraine’s President met with Ronald Noble

Today Victor Yushchenko has met with Interpol Secretary General Ronald K. Noble, president’s press office reported.

The discussed ways to aid Ukraine’s law enforcement agencies in the context of a recently signed Ukraine-EU agreement on extradition. They spoke about how to better equip Ukraine’s borders and camps for illegal migrants. The President complained that the country had only two such camps but annually caught 9,000-14,000 foreigners.  

Mr. Yushchenko and Mr. Noble also discussed the possibility to open a sub-regional bureau of the Interpol General Secretariat for Central and Eastern Europe in Ukraine to faster exchange information in the region.

Mr. Noble reassured the President he would spare no effort to create a training center for Ukrainian law enforcement officers to help them fight crime more efficiently. He said he had discussed the issue with Interior Minister Yuri Lutsenko yesterday.

Ukraine’s government approves changes to budget 2006

The Cabinet of Ministers supported a bill on correcting the 2006 budget, which will be sent to the Parliament next week. According to Prime Minister Viktor Yanukovych, implementing changes to the budget will allow to significantly correct the budget’s shortage, Cabinet press office reported.

According to the bill, drafted by the Finance Ministry, the Govt proposes to increase budgetary revenues in 2006 by 1.6 bn. UAH (320 M. USD), expenditures by 1.8 bn. UAH (360 M. USD). According to the Finance Ministry, exceeding expenditures of the general fund over the revenues by 0.2 bn. UAH won’t influence the budget’s deficit, as this means will be compensated by higher volumes of paying back credits to the state budget. The bill on changes to the 2006 budget provides for additional 4.1 bn. UAH incomings (800 M. USD) from higher transfers from the State Customs Service and other agencies. The plan of collection of imported VAT is supposed to grow by 600 M. UAH (120 M. USD). At the same time, the Finance Ministry acknowledges that the privatization plan was underfulfilled at least by 1.5 bn. UAH. The State Tax Administration is expected to underfulfill the plan by 2 bn. UAH, too,

The budget’s expenditures fund will be reduced by 1.5 bn UAH, which 1.13 bn will be spared in servicing the state debt and credits, given under state guarantees. The Govt also means to reduce 200 M. UAH expenditures for production and purchase of AN-70 planes.

According to the draft amendments, aid to families with children is supposed to be increased by 0.3 bn. UAH, pensions to military servicemen by 0.7 bn. UAH, salaries to local self-government staff by 0.8 bn. UAH, salaries and payments for fuels in executive and judicial power bodies by 0.1 bn. UAH. According to preliminary estimations, corrections to the budget will reach some 2 bn. UAH, referred as technical corrections, which are usually implemented in the end of every year.

Since September 2006 the Govt has numerous times stated that the 2006 national budget’s deficit amounts to 10 bn. UAH.

Ukraine’s PM summed up Cabinet’s work for 100 days

For 100 days of work Victor Yanukovych’s government has managed a number of issues concerning energy security, budget formation, stability of economic situation in Ukraine on the whole, Ukraine’s PM told a press conference.

“We have managed to prepare necessary volumes of coal for thermoelectric power stations, to pump necessary volume of gas in gas-holders, to keep gas price unchanged for this year. We have also planned budget financing for the next year, basing on macroeconomic showings,” Yanukovych pointed out.

“We have managed to stabilize economic situation in the country and to achieve GDP growth monthly,” he said and added that “calculations of the Finance Ministry state that Ukraine faces growth of GDP volumes with the inflation corresponding our macroeconomic showings.”

“The government has also bridged relations with Russia. Commodity turnover increases monthly…In comparison with July it has increased by 300 mln USD and reached almost 900 mln,” Yanukovych noted.

The Premier specified that more detailed report on Cabinet’s activity for 100 days will be revealed separately.

Ukraine’s Cabinet promises to reduce prices

Ukrainian government fully controls the issue concerning setting prices for oil products and intends to create conditions for increase of oil processing volume, as Ukraine’s PM Yanukovych told at the press conference.

“We carry out such state policy, which favours to increase volumes of oil processing and production of light oil in Ukraine, increase of profit, budget revenues and reduction of oil price on the home market,” the Premier noted.

According to him, the priority task among others for the government for today is reduction of prices for certain consumer goods, including foodstuff. “This issue is quite difficult. We are working on it and we think we have a corresponding instrument and a right to question commodity producer concerning price reduction,” Yanukovych said.

Ukraine and Iceland will avoid double taxation

The First Vice Prime Minister, Finance Minister of Ukraine Mykola Azarov and Minister for Foreign Affairs of the Republic of Iceland Valgerdur Sverrisdottir signed Agreement for avoiding double taxation between the countries, Cabinet press office reported.

As early as 2004, during the first official visit of the Prime Minister of Iceland to Ukraine the sides have come to an arrangement on signing this Agreement. This Agreement will enhance trade-economic and investment cooperation between Iceland and Ukraine. This cooperation is traditionally based on the principles of mutual understanding, confidence, and mutual support in international organizations.

Mykola Azarov emphasized that foreign trade turnover between Ukraine and Iceland increase but still does not reflect the potential of our countries and opportunities of different branches of the economy.

In 2005 the goods turnover between our countries increase by 44,4% – to 16,6 million USD, at the same time import to Ukraine increased more – by 56,1% that produced a negative balance 9,6 million USD.

During the first half year the goods turnover increased by 58,2% – to 13,2 million USD and produced a negative balance 10,6 million USD. Surely, such balance of trade is problem for Ukraine. The Agreement for avoiding double taxation and arrangements between the Chamber of Commerce and Industry of Ukraine and Iceland may become an incentive for the Ukrainian companies to stir up their activity in the Irish market.

Ukraine’s PM intends to fight corruption

The efficient use of state property is the state stand which the Government shall take. Prime Minister of Ukraine Viktor Yanukovych told Wednesday during the Cabinet session, “Cabinet press office” reported.

In Prime Minister’s opinion, efficient use of state property is a component of the Government’s work which provides Ukraine not only with an opportunity to get state budget revenues but to represent us in the world as a state which serves its national interests.

According to Viktor Yanukovych, today many joint-stock companies are managed by shareholders who hold small property share in these companies. In this connection, the Head of Government commissioned the Finance Ministry in accordance with the current legislation immediately to hold meetings in those joint-stock companies where the state holds property share 50 and more percents and to consider an issues concerning improvement of state property use and management of joint-stock companies.

Prime Minister has also commissioned the Justice Ministry, Ministry of Internal Affairs and State Property Fund of Ukraine to take under control implementation of this task.

“We shall give an answer to the Ukrainian citizens: are we able to introduce order in our state or not? That is why, every Ministry will report about efficiency of state property use and what the state gains by it”, Viktor Yanukovych said.

Additionally, he said during examination of use of entrails of the earth in Ukraine facts of corruption were revealed. “For example, we have checked gas extraction. Results are amazing – violations of Ukraine’s laws, corruption and so on,” Yanukovych said and added law enforcement bodies were charged to introduce order in this sphere.

Russia wants national minorities’ rights to be observed in Ukraine

Foreign Minister of Russia Sergey Lavrov hopes for mutual respect of national minorities rights in Ukraine and Russia. He told Wednesday at a joint press conference with Ukraine’s Foreign Minister Borys Tarasyuk.

“We want to guarantee on mutual basis Ukrainians in Russia and Russians in Ukraine equal rights in order to satisfy their desires to speak, think and work in native language,” he said.

Lavrov also noted that the issue concerning the Russian language must be settled and fixed by Constitution of Ukraine. He also stressed that the issue as regards national minorities’ rights had been already discussed with Tarasyuk during the latest meeting in New-York.
