Cold weather caused increase of gas consumption in Ukraine

Ukraine has increased gas consumption by 20% for a week (395 mln cu m per 24 hours) because of the cold weather, as reported First Vice-Prime Minister of Ukraine Stanislav Stashevsky during today’s Cabinet’s meeting on providing consumers with natural gas, UNIAN informed.

Stashevsky noted that temperature reduction would continue for seven-ten days more, but assured that there is a sufficient quantity of gas, coal and electric power to date.

In his turn Minister for Fuel and Energy (according to the VR decision acting Minister – ed.) Ivan Plachkov noted that consumption of gas may increase up to 400 mln cu m per 24 hours in case the cold weather remains.

According to Plachkov, the Russian Federation cut down delivery of gas to Ukraine by 15 mln cu m per 24 hours. According to him, reduction in gas supply is caused by low temperature in Russia.

Plachkov also informed that Russia reduced export of gas to Europe from 375 mln cu m to 320 mln cu m per 24 hours.

Yekhanurov asks to solve the issue with “acting” prefix

Ukraine’s PM (according to VR decision acting PM – ed.)Yuri Yekhanurov has sent a letter to Chairman of the Verkhovna Rada with a request to examine the case, in which the “acting” prefix can be used, and in which can not, as he declared opening the meeting of the Cabinet.

Yekhanurov noted that he had received a letter from VR Chairman, “in which acting Prime Minister was offered and so on the text.” According to Yekhanurov, he has sent a reply letter with a request to examine analysis of constitutional regulations.”

Yekhanurov added that temporal discharge of duty of officials is regulated by Law of Ukraine of 1997 year. According to Constitutional Court determination of April 27, 2000, this Law is not valid as regards Prime Minister, vice-Prime Ministers and ministers.

Yanukovich: Status of the second state language for Russian will remove contradictions

Giving the Russian language the status of the second State language will remove a lot of contradictions, which exist in the society now, declared leader of Party of Regions Victor Yanukovich during the press conference in Simferopol.

Yanukovich is confident that the language problem does not exist at the level of ordinary citizens. “We know that citizens of East and South of Ukraine are ready to follow natural process of the Ukrainian language’s development. We also know opinions of Western Ukraine citizens, where people perfectly understand each other despite the fact of using two languages in everyday life,” noted Yanukovich.

The leader of Party Regions declares that the solution of the difficulty will take much time in the new parliament. He noted that Party of Regions would initiate this process.

Russian banned import of all cattle breeding production from Ukraine

From today the Russian Federation imposed a ban on import of all cattle breeding production from Ukraine, including dairy, as reported Oleksandr Baranivsky during today’s meeting in Ministry of Agrarian Policy of Ukraine with officials of Veterinary Department.

The Minister noted that Russia accuses Ukraine of non-compliance with the veterinary and sanitary norms. The ban will be valid till the norms are observed.

Baranivsky noted that 60% of Ukrainian diary production exports to the Russian Federation, and criticized the work of the Veterinary Department of Ukraine.

Deputy Agrarian Minister Victor Pabat reported that he had called the Head of Veterinary Service of Russia and asked not to ban at least diary production. The Russian colleagues replied that Ministry of Agrarian Policy of Ukraine should send an official letter.

According to Pabat, the Head of Russia’s Veterinary Service said “they don’t trust Ukrainian Veterinary Department”, and he “will not take such responsibility.”

Lytvyn has not yet signed the decree about ministers’ dismissal

On the press conference Chairman of the Verkhovna Rada of Ukraine Volodymyr Lytvyn reported that he has not yet signed the resolution about dismissal of Ivan Plachkov from the office of acting Minister for Fuel and Energy and Serhiy Holovaty from the office of acting Minister of Justice.

As for Naftogaz President Oleksiy Ivchenko, Lytvyn underlined that the parliament only made a political estimate of his activity, but the President and the Government must decide.

In response to the qualifying question whether Plachkov is authorized to sign gas agreements tomorrow in Moscow, Lytvyn said the resolutions on dismissal were not sent in for signature to him. The Speaker reminded that the resolution needs to pass corresponding legal registration. “The document won’t come into force till it is sighed and proclaimed,” pointed out Lytvyn.

VRU insists on dialogue with Yushchenko

The Verkhovna Rada of Ukraine is in the mood for a dialogue with the Cabinet of Ministers and the President of Ukraine during the parliamentary holidays, as reported VR Speaker Volodymyr Lytvyn on today’s press conference, Forum’s correspondent informed.

“I am in the mood for such a dialogue, but only if it is a dialogue… I think we need to calm down and comprehend something. It will help to find an acceptable solution. The sides can’t accuse each other of treason of national interests; we need a dialogue, “said Lytvyn.

Lytvyn again noted that the VRU acts in accordance with the Constitution of Ukraine.

As a reminder, the consideration of the issue of cooperation between the President of Ukraine, the Verkhovna Rada and the Cabinet was scheduled for January 19. President Victor Yushchenko and PM Yuri Yekhanurov failed to attend the Verkhovna Rada meeting.

Russian MP: PACE seeking pretext against the RF in Ukraine-Russia gas conflict

A senior Russian politician criticized Friday a proposal at a leading European institution to discuss the recent Russian-Ukrainian dispute over natural gas prices, RIA Novosty reported.

Konstantin Kosachev, the chairman of the lower house of parliament’s international affairs committee, said the move to bring up the issue at the Parliamentary Assembly of the Council of Europe next week amounted to “a search for pretexts to criticize Russia.”

Kosachev said Hungary had submitted the proposal under the general idea that energy resources should not be used to put pressure on European nations.

The Russian parliamentarian dismissed the idea that Russia would use its huge gas and oil reserves to bring pressure to bear on Europe, but added that if a debate did take place, Russia would “draw Europe’s attention to Ukraine’s improper position in the conflict.”

Klichko to run for Kyiv mayor

Klichko to run for Kyiv mayor

Vitaliy Klichko, Ukraine’s world heavyweight champion, announced on Thursday he will run for the post of the Kyiv Mayor in March competing with his former patron and incumbent mayor Oleksandr Omelchenko.

The decision to run for the mayor has been widely anticipated after Klichko had ended his professional boxing carrier in November 2005. Klichko also leads a bloc of liberal and youth parties for the general election.

“I want to become the mayor of Kyiv because I love my city very much and want to make life in the city better,” Klichko said at a press conference.

Omelchenko, who is backed by President Viktor Yushchenko’s Our Ukraine, has been leading Klichko in opinion polls taken last month, according to polling firms.

Omelchenko would receive 24.2% of the vote among Kyiv residents, followed by Klichko’s 14.5%, according to the poll released by Democratic Initiatives Dec. 26.

Leonid Chernovetskiy, a Kyiv banker and a lawmaker, would get 13.1% of the vote, followed by Mykola Tomenko, who would score 11.3%, according to the poll.

Political parties view Kyiv mayoral election as strategically important as the capital is the largest and the wealthiest city in Ukraine, Ukrainian journal informed.
