Ukrainian journalists go on hunger strike

Today twelve journalists working “Narodnoe Slovo” (People’s Word) Kirovograd newspaper have announced the beginning of the hunger strike as a protest against termination of the financing and reorganization of the edition.

Valery Myatovich the editor-in-chief of the newspaper reported that Kirovograd Regional State Administration and Regional Council owed UAH 140,000 for publication of information about the activity of the state bodies by the editorship of the newspaper.

“Narodnoe slovo editorship owed to the printing-house and paper suppliers, we had to dismiss four workers in order to save funds,” mentioned Myatovich.

Kiev Mayor Alexander Omelchenko to be presented with sex toy

“The Youth is the Hope of Ukraine” the social organization intends to present Alexander Omelchenko Kiev Mayor with the realdoll as a protest against porno passion of the state official of Kiev City State Administration.

As a reminder on September 28, users of kmda.gov.ua might know what web resources were the most popular among Kiev state officials. The secret was revealed and the disgusting truth became to be known to the society. Ukrainian state officials would not mind seeing hard porno. The information was published as a result of system administrator’s “fatal” mistake.

Alexander Omelchenko proposed the journalists to investigate this case and to call the names of dissolute officials attending the porno sites at the working place.

“The rubber woman is better than making your hands callous. The officials browse porno sites for seven hours daily. It costs $1120-1200 per person and it is tax-payers’ money. But the rubber thing costs only $32 vaseline included,” stated Vadim Gladchuk the leader of the social organization.

Nobody has been found and punished yet.

Kiev to get credit of $250 million

Kiev to get credit of $250 million

On November 8, Kiev will be given urgent credit $250 million by foreign creditor issuing bank securities in international capital market.

Kiev City Council approved credit agreement with Credit Suisse First Boston International. Besides, the Council approved all attendant documents: agreement on signing, agreement on awarded damages for agents and others.

In accordance with terms of the deal, the interest of the credit makes 8% annually. The deadline of the payment is November 6, 2006.

The US foundation organizes the International Conference in Kiev

International Conference dedicated to Ukrainian science opens in Kiev. It will last for two days.

The organizer of the conference is the US Foundation of Civil Researching and Development accompanying by Ukraine’s Ministry of Education and Science, National Academy of Ukraine, the Committee of Verkhovna Rada on science and education.

The following authorities are to take part in the conference: Oleg Rybachuk the Chairman of the President’s Secretariat, Stanislav Nikolaenko Minister of Education and Science, Boris Paton the President of National Academy of Science of Ukraine, Igor Yukhnovsky the deputy of Ukraine and others.

Italian citizen is a victim of fire in Kiev restaurant, Ukraine

Four men were hospitalized in a grave condition because of fire broke out in Poseydon restaurant in Kiev.

One victim is a citizen of Italy. He was hospitalized in middle grave condition in Kiev clinic.

The Emergency executive person on duty reported that the fire suddenly happened and totally destroyed the restaurant.

The causes of the fire are under investigation.

Ukraine to get rid of “mysterious old boots”

There will be no more tricks with bargaining one trouble for another or so-called barter. Instead of bargaining for “old boots,” Ukraine will choose money relations, Yuri Yekhanurov stated opening of the Cabinet conference.

“I cannot let 14-15% of Ukrainian commodities be used for direct or indirect barter. We do not need such games any more and all that “mysterious old boots” and so on of the 90-ies come to an end. We will pay by money but we need meet all duties we have,” stressed Ukraine’s PM Yekhanurov.

He also reported about settlement of debts-2004 according to schedule. “If I am not mistaking, we have paid about $15million for 2004,” added Ukraine’s Premier.

The results of National Security and DefenseCouncil of Ukraine presiding by President Yushchenko

Victor Yushchenko took part in a meeting of National Security and Defense Council of Ukraine (NSDCU) to discuss ways to join the WTO and observe property rights in Ukraine.

Speaker Vladimir Litvin, Prime Minister Yuri Yekhanurov, NSDCU Secretary Anatoly Kinakh and several ministers were present at the meeting.

Speaking about Ukraine’s WTO membership, the Head of State said he was convinced that, “if parliament approves necessary bills, the question of our membership can be positively solved in December.” The President informed those present that in the near future he intended to ask all leaders of parliamentary factions to consolidate to solve it. He reiterated that this was one of the key points in the Declaration for UnityandCooperation for the Sake of the Future. Yushchenko also noted that he hoped the matter would not be much politicized.

Touching on the subject of property rights, the President stressed that relations with business and citizens depended greatly on their observance. In their reports, the participants focused on legal aspects of property rights in Ukraine. They particularly noted that the Civilian Code and the Economic Code defined some concepts differently, making them legally vague, while, on the other hand, many legal concepts were similarly defined. Then they added that there was no status of joint-stock companies and we still used out-dated approaches to privatization and bankruptcy procedures.

It is also quite problematic to observe property rights in Ukraine because the so-called institutional infrastructure of the market economy functions inefficiently. Justice Minister Sergey Golovaty noted that Ukraine did not have laws on central and regional state agencies and a law on the State Property Fund.

“These are all legal acts that should have been approved according to Article 19 of the Constitution. They clearly define legal principles, obliging state agencies and officials to act in accordance with the Constitution,” he said.

Then the participants of the meeting spoke about Ukraine’s imperfect judicial system, unprofessional lawyers, insufficient mechanisms to bring judges to trial for disciplinary violations and the corrupt system to execute court verdicts.

They also criticized prosecutors for currently being able to exert influence on judges, not being participants of civilian and economic judicial relations. When the constitutional reform comes into force in 2006, the Prosecutor General will have the Directorate right and “thus will totally ruin institutional functions of the judicial branch.” Holovaty thinks it might cause institutional misbalance and threaten our national security.

Economy Minister Arseniy Yatsenyuk reminded all that the European Commission thought it was unacceptable to approve similar laws and expedient to repeal the Economic Code. The European Commission also criticizes our Directorate regulations for being “inconsistent with European conventions and general approaches.”

The participants also spoke about ways to develop legal science in Ukraine and adapt it to European norms.

Kryvorizhstal Trade Union relays on Mittal Steel to meet its social engagements

The statement of the Trade Union Committee reads that Mittal Steel is expected to meet its investment engagements regulated by the conditions of Kryvorizhstal’s re-sale. The Committee relays on mutual responsibility of the social partnership.

“The result of this partnership is the strict observance of the collective bargaining agreement and social guarantees for the workers, increasing salary included,” reads the statement.

According to re-sale conditions, the purchaser is to state the minimum wage rate which is not less than the cost of living; to index wage in accordance with the inflation level; to keep and to improve bonus system of the workers.

During five years Mittal Steel must keep the number of personnel as it was by July 1, 2005. It also must not initiate dismissals for the first half a year. The further employment contracts must be concluded under trade conditions.
